JICA Director General of Governance Department from Tokyo visits CMAC to strengthen cooperation
On November 19, 2025, at the CMAC Headquarters in Phnom Penh, H.E. Heng Ratana, Delegate of the Royal Government in charge as Director General of CMAC, met with Mr. Hideharu Tachibana, Director General of Governance Department, JICA Tokyo, and his colleagues. The purpose of the visit is to learn about mine action activities in Cambodia, especially the mine and UXO clearance activities of CMAC, the ongoing Japanese grant projects, and cooperation between CMAC and Japan. H.E. Heng Ratana briefed Mr. Hideharu Tachibana on the progress of CMAC’s achievements, the technical capacities development, accumulated experience, and continued efforts in the mine action sector in Cambodia. H.E. Ratana further highlighted CMAC’s decade-long contributions, especially the 10 years of survey and clearance of cluster munitions and aerial bombs in the eastern provinces sharing a border with Vietnam that remain at high risk. He also expressed his sincere gratitude to JICA for its invaluable support in strengthening infrastructure, economic growth, and human resource capacity in Cambodia, particularly in the mine action sector.
H.E. firmly hopes that Japan’s contributions will generate long-term and global value through international mine action training programs, the sharing of mine action expertise at the Technical Institute of Mine Action, and the exhibition on peace at the peace museum, supported by Japan for the international community. Mr. HIDEHARU Tachibana praised CMAC for its leading role and continued efforts in mine and ERW clearance to save lives and provide safe land for development. He reaffirmed JICA’s commitment to supporting CMAC in both operational and technical advancement, including new technologies. In particular, upcoming training for countries affected by war, including some African countries next year.
Mr. HIDEHARU Tachibana and the delegation also conducted field visits to the Techo Peace Museum in Siem Reap, landmine operations in Samlot District, Battambang, the CMAC Techo Community Development Centre, the Technical Institute of Mine Action, and the CMAC Dog Center in Kampong Chhnang. During these field visits, Mr. Tachibana expressed great interest in CMAC’s progress, particularly its post-clearance agricultural development and training programs, which he described as critical for fostering sustainable peace, reducing poverty, and enhancing the well-being of Cambodian communities.
