Signing Ceremony for the Exchange of Notes on the ProjectIntegrated Mine Clearance and Victim Assistance (Phase III) On 12 January 2026, at the Ministry of Foreign Affairs and International Cooperation, H.E. Heng Ratana, Delegate of the Royal Government in charge as Director General of CMAC, participated in the official signing ceremony for the Exchange of Notes between H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and H.E. UENO Atsushi, Ambassador of Japan to the Kingdom of Cambodia.
On this occasion, the Exchange of Notes and related documents were formally signed concerning the provision of grant assistance for the implementation of the project entitled “Integrated Mine Clearance and Victim Assistance (Phase III)”, extended to the Royal Government of Cambodia in support of CMAC. With a total budget of 1,700,000,000 Japanese yen (approximately USD 11 million), CMAC will implement this two-year project in Battambang, Pursat, and Koh Kong provinces from January 2026 to 15 January 2028. The project aims to directly improve the lives of an estimated 27,000 families, while indirectly benefiting many more. More than 350 operational teams will be deployed to conduct mine clearance operations.
In addition, the project will provide advanced technical equipment and technologies, including ALIS mine detection systems, mechanical demining assets, drones, and AI-supported data systems, as well as targeted support for small-scale livelihood initiatives to strengthen resilience in mine-affected communities. On this distinguished occasion, H.E. Heng Ratana conveyed his highest respect and profound gratitude to Samdech Thipadei, Prime Minister of the Kingdom of Cambodia, and H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, for their unwavering guidance and exemplary support. He also extended his sincere appreciation to the Government and People of Japan for their enduring commitment to humanitarian mine action through the provision of grant financing and advanced technical equipment.
