Handover Ceremony of Achievements under the Integrated Mine Clearance and Victim Assistance Project Phase II and Ground Operation Commencement of the Project Phase III, Supported by Grant Aid from the Government of Japan

On May 18, 2026, a ceremony was held at CMAC’s Community Development Centre in Battambang Province to celebrate the handover of achievements from the Integrated Mine Clearance and Victim Assistance Project Phase II and the Ground Operation Commencement of the Project Phase III. This project is supported by grant aid from the Government of Japan to the Royal Government of Cambodia to support CMAC's operations. The ceremony was graced by the distinguished presence of H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and Her Excellency Kheng Samvada, distinguished representative of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and Her Excellency Dr. Pich Chanmony Hun Manet, along with H.E. UENO Atsushi, Ambassador of Japan to the Kingdom of Cambodia.

For the Integrated Mine Clearance and Victim Assistance Project Phase II, the Government of Japan provided grant aid totalling 2,000 million Yen (approximately $17 million USD) for a period of 45 months (from April 1, 2022, to December 31, 2025). The project was implemented in Battambang, Pursat, and Pailin provinces, achieving significant results, including: • Land Clearance: Cleared 12,011 hectares of mine/UXO fields, equivalent to 127% of the plan. Found and destroyed 27,847 landmines and UXOs of all types. • Risk Education: Provided mine risk education 12,582 times to a total of 343,209 citizens. • Impact: A total of 763,602 beneficiaries benefited directly and indirectly from this project. • Infrastructure: Constructed 9.8 kilometres of laterite road and 29 various drainage structures. • Equipment: Procured equipment, including: 12 ALIS mine detectors, 1 Komatsu mine clearance machine, 1 trailer, and various spare parts. The new Phase III project, for which the Ground Operation Commencement took place today, is supported by a grant of 1,700 million Yen (approximately $11 million USD) for a period of 24 months (January 19, 2026 – January 18, 2028) from the Government of Japan to the Government to support CMAC on objectives: 1. Clear 4,939 hectares of mine/UXO fields in Pursat, Battambang, and Koh Kong provinces, as well as respond to urgent intervention requests in Pailin province. 2. Support victim assistance and post-clearance community development. 3. Purchase ALIS demining machines and build an artificial intelligence (AI) data system.

H.E. Heng Ratana, Delegate of the Royal Government in charge as Director General of CMAC, expressed his deepest gratitude to the Government and People of Japan for providing both equipment and financial support to CMAC. He extended his deepest gratitude to Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, for his full support, and expressed deep respect to the Deputy Prime Minister for his coordination of this project.

He also thanked all development partners and donors contributing to the Royal Government's strategic plan aiming towards a Cambodia free from the threat of anti-personnel mines by the end of 2030 and reducing the threat of explosive remnants of war by 2035.
