Closing Ceremony of the Senior Leadership Training Course in Mine Action for Officials from African Countries, Supported by JICA

On Tuesday, July 7, 2026, at the CMAC Headquarters in Phnom Penh, H.E. Heng Ratana, Delegate of the Royal Government in charge as Director General of CMAC,alongside Ms. KOMUKAI Eri, Senior Advisor of the Japan International Cooperation Agency (JICA) Tokyo, and Brigadier General Tadesse Amelo Sieso, Director of Mine Action for Ethiopia, presided over the closing ceremony of the training course on "Senior Leadership Skills in Mine Action Management." This training was conducted through a joint collaboration between CMAC, JICA, and the Japan Expert Team (JET). The training course took place from June 29 to July 7, 2026, with the participation of senior delegations from four African countries, including Ethiopia, Nigeria, Somalia, and South Sudan, aiming to strengthen capabilities, share experiences, and directly study CMAC's practical operations in the field of mine action and post-clearance development.

Throughout the training course, all delegations acquired extensive knowledge in various sectors of mine action from CMAC's expert speakers and JICA's senior advisors, including operational management, baseline survey research, landmine and unexploded ordnance (UXO) clearance, information and data management systems, mine/UXO risk education, victim assistance, and sustainable community development post landmine clearanceas well as management work from expert speakers from CMAC and senior advisors from JICA.. In addition, the delegations from the four countries delivered detailed presentations on their actual situations, challenges, and practical action plans to be implemented in their respective countries. They also provided valuable inputs and key recommendations to improve and enhance the effectiveness of this senior management course for the future. During the training, the delegations also conducted study visits to the Technical Institute of Mine Action (TIMA) and the Dog Center in Kampong Chhnang Province, the CMAC Community Development Center, non-technical survey operations in Banan District, Battambang Province, as well as the Techo Peace and Cultural Heritage Museum in Siem Reap Province. Concurrently, the delegations visited the Win-Win Memorial to study and understand the wise efforts and noble sacrifices of Samdech Akka Moha Sena Padei Techo Hun Sen, who introduced the "Win-Win Policy" that brought complete peace, national unity, and the dissolution of the Khmer Rouge’s political and military organization, establishing a solid foundation that paved the way for mine clearance operations and national development as seen today.

Through these dedicated efforts, Cambodia continues to play an active role in transitioning from a country severely affected by landmines into a nation that shares its testimonies, experiences, knowledge, and technical expertise in mine action with the international community. In the past, CMAC has welcomed delegations and technical experts from numerous African nations for study visits, experience sharing, and various skill training programs related to mine action. These activities contribute significantly to fostering South-South Cooperation and demonstrate Cambodia’s high commitment to standing with mine-affected countries to promote global peace, security, and sustainable development.
